The eGovernmentFramework (eGovFrame) is part of the whole Philippine e-Government Interoperability Framework (PeGIF). It aims to improve the quality of e-Government services and efficiency of Information and Communications Technology (ICT) investment. Intertwined with Government Common Platform (GCP) which focuses on government data, the eGovFrame shall focus on the software development tool for interoperability. In addition, the eGovFrame will serve as infrastructure environment for implementing application software (SWs) and will provide basic functions in the application SW runtime.

To ensure interoperability and technical dependency on different vendor’s propriety development frameworks used across government agencies, the standardization of eGovFrame shall be promoted. Having said this, eGovFrame shall reuse common functionalities, increase the quality and reusability of application SWs, provide up-to-date ICT trends and deliver easy to use and function-rich environments.

As to Government to Government (G2G), eGovFrame ensures interoperability which is necessary for information sharing and inter-linkage among agencies by constructing the application based on eGovFrame. This ensures interagency collaboration. The eGovFrame also provides standardized screen and interface for various e-Government. Hence, for the Government to Citizen (G2C), eGovFrame provides easy implementation of inter-linkage among e-Government systems increasing levels of public satisfaction by offering one-stop service that was unavailable in the previous system because respective government agencies offered different services. Lastly, as to Government to Business (G2B), e-Government implementation providers are now able to improve their core competencies, technological capabilities, and productivity by utilizing eGovFrame. The eGovFrame also promotes strengthening SMEs competitiveness by offering an equal chance of bidding for e-Government project to various companies such as SMEs, solution providers, and venture companies.
