The Integrated Government Philippines (iGovPhil) Program is an essential element in the implementation of the e-Government Master Plan of 2013-2016, which aims to improve processes in government to provide better services to both citizens and businesses, as well as promote public participation.
This Program, which is being managed by the DOST-ICTO and DOST-ASTI, is tasked to provide the necessary infrastructure and software needed for e-governance. The infrastructure includes the creation of data centers and layout of fiber optic networks to interconnect government offices and provide high-speed communication and sharing of tasks and data. Software includes online tools, services and applications for use by government agencies and citizens.
Two years passed and so much has been achieved by the program in realizing its objectives. The government-shared applications and services, namely, Public Key Infrastructure (PKI), Government-wide E-mail System (GovMail), Government Cloud (GovCloud), Government Web Hosting Service (GWHS) and Government Website Templates (GWT), Government Project Management Information System (PMGov), PhPay, Forms Buider, Archives and Records Management Information System (ARMIS) have already been completed its systems development and are already undergoing pilot implementation to select pilot agencies.
The Fiber Optic Network is expected to be completed by first quarter of 2015, connecting 160 government agencies in Metro Manila. The fiber optic loop in Cebu has already been completed and is now connecting 12 government agencies. The National Government Data Center (NGDC) 1 and 2 are already operational and accepting agencies that are interested for co-location service. Another data center is being develop somewhere Central Luzon.
The following chapters will tackle the overview and accomplishment reports of each iGovPhil service.
Summary of Accomplishments:
- 80% of the fiber optic cables have already been laid out in Metro Manila
- completed the Cebu fiber optic loop
- two data centers are fully operational
- the following iGovPhil products/services are already mature and operational:
- Government Cloud
- Philippine National Public Key Infrastructure
- Government-wide Email System
- Administrative Order 39: GWHS and GWT
- ARMIS, PhPay, Forms Generator and PMGov have already completed systems development and are now in the pilot implementation phase
